Motivation
There is a build failure on master due to some libraries requiring Go1.18
Solution
Update Go to Go1.18. This should be backward compatible to Go1.16 as we did not execute
go mod tidywithappcompatflag.Open questions
If by any chance, any integration fails with rosetta-cli/ethereum/bitcoin
