As explained in more detail in this issue, applying the Reckon-Plugin locally leads to significant longer build times when using the Staging Version Scheme.

We therefore - for now - do not want to apply the Reckon-Plugin while not being on a CI-Server, and instead hardcoding the version to 1.0.0-SNAPSHOT. Users are free to override that locally then via their build.version or gradle.properties.
