Summary | Résumé

CPython 3.0 released recently which appears to have introduced a regression that leads to failures when installing PyYaml (and likely other packages). This PR reverts PyYaml to 5.3.1 for the time being until either the regression is corrected or a more appropriate work around is identified by us or the community.
