The action to publish csharpier.msbuild seems to have failed silently but still published some kind of non-working package. See
https://github.com/belav/csharpier/runs/4216592777?check_suite_focus=true

As part of this, determine a way to validate the CSharpier.MSBuild project builds correctly as a PR status check.
