Story:
As a Government Analyst, I want to receive an alert when I recommend the approval of a Credit Transfer Proposal to the Director so that I know that the system is functioning correctly.

Scenario:
GIVEN that I am a user
AND my organization is Government
AND my role is analyst
AND I am viewing a Credit Transfer Proposal between two fuel suppliers
WHEN I click on Recommend
AND I accept the confirmation alert
THEN I receive a system alert that confirms that I have sent the Credit Transfer Proposal to the Director for review.
