Motivation: Frequently when folks have issues with SwiftNIO or related technologies, we need to ask the same questions over and over again. It'd be much nicer to just have a script that collects them. Modifications: Add `scripts/nio-diagnose`. Result: Users/devs can easily create nio-diagnose files which are markdown and can easily be pasted into GH.
