Separator and Markup - Does the same #3939

Superset version

0.20.5

Expected results

I believe separator provides the ability to add a description to the chart.
Markup provides an ability to add adds written content without the chart.

Actual results

Separator works just like markup

Steps to reproduce

Choose any sample query to try markup and then separator or vice versa same results are obtained.
