Which issue does this PR close?

Part of #12680

Rationale for this change

While reviewing #12758 from @Rachelint I wondered if the same issue applied to the String version. It turns out the answer is yes.

What changes are included in this PR?

  1. Apply the same logic fix in fix equal_to in PrimitiveGroupValueBuilder #12758 to ByteGroupValueBuilder
  2. I also tried to simplify the logic slightly

Are these changes tested?

Yes, new unit test

how about we extract a common function like nulls_equal_to.
And we can also reuse it when impl new GroupColumn?

I think this formulation makes the check more explicit and easier (for me at least) to reason about. What do you think @Rachelint ?

I think this formulation makes the check more explicit and easier (for me at least) to reason about. What do you think @Rachelint ?

The nullable requirement seem to have been added in #1401 but as far as
I can tell they are not needed for these 2 cases.

I think this can be shown using this truth table: (generated using
datafusion-cli without this patch)
