Add arm tests to postcommit suite

Sets up an arm postcommit suite for Python. I haven't been able to fully test it out on Actions yet, so I'm leaving it as just a manually triggered job for now (it won't run automatically), but checking this in will allow me to run it manually as I make changes to see if they're working.
