Maintenance release. Upgraded dependencies and fixed a bug in the governance monitor that was reporting misleading information about the scheduled milestones for governance proposals.

Notably, we're now using node 14 (instead of node 12). Celocli seems to still be targeting node 12 for some reason, but everything seems to work on node 14, which is good because node12 has been EOL for awhile.
