Release for Gtk+ 3.22.0/3.20.9/3.18.9 and Gnome-Shell 3.22.0/3.20.4/3.18.5

From 3.21.3, Adapta includes neither pre-generated CSSs nor PNGs.
Users/Contributors should build them by their own in build sequence.
Color-changer was added (see details in README.md).
Cconcurrency-build option was added (see details in README.md).
Experimental newer Gtk+ 3.x based XFce4-notifyd styling was added (But it did not work as I expected).
Introduce "Eta" smaller Gtk+ 3.2x widget variant in Gtk+ 3.22.x and 3.20.x.
