On Object events page, there's no description for "No mouse input" entry.
While it's not that obvious to new users, all events there which aren't under "Global" category (and also except of Mouse wheel up/down events), are performed when mouse is inside instance collision mask.
This applies also to No mouse input. It is not global event, it is checked against if there's no mouse buttons click/down/releases, but ONLY when mouse is inside instance' mask. It's not performed at all if mouse is outside of instance mask, and there's no mouse input.
Side note: I also have separate reqest to divide global and local (instance) clicks into two groups, so this is more clear: #7783 .

Description
