Steps to reproduce

  1. Go to /wp-admin/post-new.php
  2. Scroll page up and down

Expected behaviour

Guided tour popup didn't touch browser window on mobile devices.

Current behaviour

Guided tour popup touches browser window on mobile devices when scrolling down.

#10295 should fix this issue.
