Status notifications in Zulip

Python script to:

• check team plan in Jira for external projects
• send message to Zulip Target Stream Topic for outsource developers

If you don't need to map Jira user IDs to Zulip usernames, then omit the optional ALTERNATIVE_NAMES environment variable.
