Content Helper: Fix non-dismissible Notices #2600

Description

In the PCH, we had a couple of Notices that could not be dismissed (clicking on the x wouldn't close them). This PR fixes this.

Motivation and context

Make dismissible Notices dismissible, avoid quirky/unexpected behavior.

How has this been tested?

Manual testing.
