Add support for Windows, Enhance CI Builds and README #19

CI now tests builds for Linux macOS and Windows on the 1.38 (MSRV), stable and nightly channels for all three builds. README was improved to show badges for all three platforms and explicitly states the dependencies and Minimal Supported Rust Version.
