A while back I started a project which would run a bunch of checks on a library within our ecosystem to determine how well it aligns with our "standard model" of a module. In order to add the checks we now want, I need to push up the code for this repo (minus the checks, as we can more or less start over with them).

Properly initialize this repo (#13)

Follow the instructions that we have in the module template (see
"Template Instructions" in the README, which are being deleted in this
commit) for new repos in order to customize the README, `package.json`,
and pull request template for this repo.
