Enable multiselect in Dialog Editor

In order to have a correctly working multiselect dropdown in service dialog, a few changes needs to be made in different repositories:

• default value for multiselect dropdown list must support multiple values:

  • Adding an option to have multiselect drop down list into options modal ui-components#118 - Adding an option to have multiselect drop down list into options modal

• api needs to be updated to accept multiple values as default value:

  • Send back full dialog on create and edit manageiq-api#32 - Send back full dialog on create and edit
  • Parse default value in Service Dialog  #15878

• views need to be updated to respect multiple values:

  • Now, even though the default_value is stored correctly, the dropdown does not respect it while ordering a service, nor at the dialog preview:
