How to set a qualifier on a reference?

This case is not covered in the readme or the notebooks AFAIK
I tried this:

result which does not seem right as the time value is not present.

I get no error or warning from WBI which is a bug IMO.

The problem was with ActionIfExist which dropped the claim. Fixed
Also the problem was because I did not use the Reference class.
