Drop unsupported PHP versions from Travis builds #230

  • HHVM is also dropped from the build matrix.
  • Use newer versions of PHP in Travis build matrix (7.1, 7.2, 7.3)
  • Remove the translation component (not needed)

The package symfony/yaml was a transient dependency coming from
phpunit/phpunit. Unfortunately, this package is also used by
functional tests, so it's now part of our own dev dependencies.
Since the beginning of October, Travis started to roll-out a big
change to their infra: they deprecated their previous
container-based builds, and since some days all builds happen on their
VM-based infra.
