Upgrade to Primefaces 11

As before, we should upgrade Primefaces:

While it hasn't shown up on https://www.primefaces.org/downloads/, Primefaces 11 is now available on Github and Maven:

Let's upgrade to catch up with some of the cool new features, security fixes, etc.

Estimated size is medium due to the risk of surprises during the upgraded.
Testing effort will involve a comprehensive smoke test.
There is a document with upgrade information (Phil mentioned) that should be consulted for backwards compatibility
Testing of accessibility can be tested on a development server.
