Description
Windows build fails because the GitHub Workflow specifies windows-latest and using Visual Studio 2019. It appears that now GitHub Actions has switched windows-latest to be Windows 2022, which has a newer version of VS.

To Reproduce
Steps to reproduce the behavior:

  1. Run the build workflow

Expected behavior
Build workflow succeeds
