Fix affectedComponents getting removed when updating an internal vulnerability

Description

Fixes affectedComponents getting removed when updating an internal vulnerability.

Attributions were not correctly added for VulnerableSoftware records when creating or updating internal vulnerabilities via REST API.

Re-using the synchronizeVulnerableSoftware logic from NVD mirroring tasks fixes the issue.
