This PR represents what it takes to add a new language runner and advanced editor to BowlerStudio. All of the commits across all the repos are referenced in #409

Also see the addition to the external editors file: CommonWealthRobotics/ExternalEditorsBowlerStudio@47ec731

and the addition of the secenebuilder icon via: CommonWealthRobotics/BowlerStudioImageAssets@a4ebbb3

This PR also depends on the changed in the kernel here: CommonWealthRobotics/bowler-script-kernel#48

this PR will close #409
