N.B. this does nothing with input_extensions
Conditional ops can now have a set of extension reqs which are added by their child Case ops. It's expected that the difference is the same set for the Conditional and all of its children

wouldn't the natural thing be to allow each case to have its own delta and inference assigns the union of those to the conditional?

This is just following the OpTrait interface, but I think they could all just as easily be implemented that way

I don't think so. If that were the case, the thing being wired to the output of the conditional could have one of two different resource sets, meaning that lift nodes would need to be added. Worse, the extensions added by the lift nodes would depend on which conditional branch is taken. I think it's better if this union behaviour is implemented by adding lift nodes within the Case nodes.

Ideally, you would declare the conditional's requirements to be RA \union RB and inference on the case nodes would identify the impedence mismatch between the RA of case A and automatically insert lift nodes. (I'll add a test of the former in another PR, and the latter is still TODO)
