Regenerate track 1 crates

• Update codegen branch URL, versions
• Update authored branch URLs, versions
• Bump crate versions and ignore problematic api-version
• Regenerate mgmt, svc crates

@RickWinter, @LarryOsterman, @demoray, @cataggar for your reviewing ease, I broke the commits apart such that the first three are the cruft of the change while the 4th (and probably not last as I fix up style, test issues) is the regeneration:

• Update codegen branch URLs, versions
• Update authored branch URLs, versions
• Bump crate versions and ignore problematic api-versions
• Regenerate mgmt, svc crates

These focus on the individual commits within the PR, so you can still make PR comments as appropriate, click on different commits to add more comments as appropriate, and finally commit. GitHub will remember (uses browser local storage).

FWIW, the new PRs reference the legacy branch, which has not yet been created. I'm assuming that isn't going to be a problem.
