Add options to disable promoted jobs functionality

This has been added now, right? At least, I know is clicked the link to disable the modal about promoting the job, and conversely, I was wondering, how do I bring back that option, if I / someone wants to in the future?

Partially, here is the related PR: #2632
It's stored as part of the dismissed notices option. Can be restored by deleting the user meta like wp user meta delete 1 wp_job_manager_dismissed_notices (where 1 is the user ID).

In the Job Listings screen it's a column so can be turned on/off in the screen options.
