CSS library dependency: tailwindcss

Steps to run the app locally

1. Run npm install in terminal to install dependencies.
2. Run npm start to run the app. (You can see all npm scripts in package.json under "scripts")

Clicking the "GR-RESQ Tool" will return an error until backend is connected locally.
