This will be useful for setting up branch protections to ensure the branch is up-to-date. However, hopefully we can add more useful linting in the future.
Travis use is deprecated in favour of GitHub Actions.

The PR is cherry-picked from #174 (approved) to add a GitHub actions check to ensure branches are up-to-date before merging. In general, #174 is waiting upon a combination of work in Jenkins and updates to LTD to support large documentation uploads. However, this particular commit is useful already, now that Travis CI is deprecated for Rubin use.
