We also added a sub-privilege that will allow granularity when given permissions to create rules. Is it worth mentioning that one here?

Only users that has Manage Rules
enabled will be able to create degraded docs rules

@yngrdyn Would this mean that users don't necessarily have to have the Editor role, they just need a role with Manage rules turned on under Data Set Quality?
This PR closes #1910 and adds documentation on the degraded docs rule.
I'll create a separate PR for 8.19.
