[Common] NVFP4 kernels

This PR adds kernels for dynamic tensor scaling, implementing row-wise scaling and quantization in blocks of 16 contiguous elements. The quantized output consists of FP4 (E2M1) data along with a corresponding tensor of scaling factors in FP8 (E4M3) format.
