What does this PR do? What is the motivation?

This is a draft PR for a new guide which describes the Continuous Testing <> Test Optimization integration from the perspective of Continuous Testing customers.

Additional notes

  • This is draft is only meant to help the docs team get started — I am open to (and encourage) any and all changes! Please feel free to tear it apart
  • In addition to adding the guide, this PR also adds a new Guides section to Continuous Testing. I am open to consolidating this into the Synthetics guide section if we prefer that to having a guide section with only one guide, although this only applies to Continuous Testing and there will be opportunities to add more CT guides in the future
  • The Test Optimization documentation needs to be updated to reflect this new framework, its supported and unsupported features, as well as new facets it adds. However, that work (along with the feature announcement and release notes) is out of scope for us and will be driven by the Test Optimization PM (Bryan Lee)
