Add the Jetpack > Scan Admin menu for Simple Sites.

Fixes DOTCOM-13640

Proposed changes:

  • Remove the is_atomic_site check for Jetpack > Scan admin menu

Other information:

  • Have you written new tests for your changes, if applicable?
  • Have you checked the E2E test CI results, and verified that your changes do not break them?
  • Have you tested your changes on WordPress.com, if applicable (if so, you'll see a generated comment below with a script to run)?

When I click on the menu item, I'm presented with the site selector. Is this expected? I guess the other open PR fixes it, maybe we could mention to test both PRs together?

@rcrdortiz yeah, because the actual page does a redirect. That's covered in https://github.com/Automattic/wp-calypso/pull/104508/files

When I click on scan I'm correctly sent to /scan/website 👍
