Define a file format and CLI to pass it in. Should describe more detail than can be expressed in the CLI:

  • list of groups from which repos are evaluated
  • list of repos to evaluate
  • for the global level, and group level, and for each repo:
    • set an evaluation level
    • indicate an ignore flag
    • set thresholds
    • ignore rules
