What's your screen resolution and scaling? enable "Auto Scale Toolbar" after right click toolbar.

Current toolbar image (Toolbar24.bmp at 150% scaling) is at correct size (compared to menu width).

Temporary workaround for large toolbar image: download large toolbar image (e.g. Toolbar32.bmp) from https://github.com/zufuliu/notepad4/tree/main/res then open Notepad4.ini, change ;BitmapDefault=Toolbar.bmp to BitmapDefault=Toolbar32.bmp
