Debian 10 was released on the 6th of July.

So far, not as easy as I'd hoped.

https://app.vagrantup.com/debian/boxes/buster64 hasn't been updated yet.
There are no puppetlabs packages yet.
get_facts needs updating

FWIW, Debian 10 ships with puppet 5.5.10 and facter 3.11.0.
