Use action "goto_table" instead of "resubmit" in OpenFlow on Windows

Describe the bug
According to issue #326 goto_table should be used to support OF instrunction "write_action". Most
of the current OpenFlow entries are already changed to use "goto_table" action, which might cause the implementation on Windows is not aligned with others.

To Reproduce
Run Antrea on Windows

Expected
Use "goto_table:" action in the new OpenFlow entries introduced by Antrea on Windows

Actual behavior
The new OpenFlow entries introduced by Antrea on Windows are using "resubmit" action.
