They appear to be failing in CMake TargetOpenSSL.
Likely originated with this GHA change: https://github.blog/changelog/2021-09-29-github-actions-jobs-running-on-macos-latest-are-now-running-on-macos-big-sur-11/
Perhaps it's possible to specify a particular MacOS version in the PR build configuration - maybe as an interim measure.
