Some author / date mixup popping up again.

Manually fixed those in ./overwrites/wg21.json.

Would be great if those could be fixed upstream, but no idea how to report that.

This time it isn't wg21.link that's scraping incorrectly, but the source itself (cwg_active.html) is actually incorrect:

I updated wg21.link to use the public cwg files again (http://www.open-std.org/jtc1/sc22/wg21/docs/cwg_active.html etc.), which do not (yet) contain this error.

Neat. Please send a PR my way if you want me to remove the content added to overwrites/wg21.json.
