6.4.0-ALPHA: (SIMP-6351) Update to tagged components and minimization of ISOs (#627)

- Update to first set of released SIMP components for 6.4.0
- Added pupmod-simp-simp_grub and pupmod-simp-oath
- Added Puppetfile.latest to reference master branches of
  all SIMP components
- Updated the packages.yaml files
- change the names  for assets modules
   simp-environment -> simp-environment-skeleton
   simp-rsync -> simp-rsync-skeleton
- update the Gemfile to use latest simp-rake-helpers which
  has the updated names of the asset modules
- add requires for simp-environment-selinux-policy
- pruned the package lists based on evaluation of vagrant loads provided
  by CentOS.
- Updates to packages.yaml  made for changes to puppet repos
  and package cloud repo.
- Cleaned out Puppet 4 dependencies from packages.yaml and updated  with
  any new releases.
- Fixed the puppet.repo files in yum_data.

repository has been added to the archive server.

You can also download an ISO if you need a clean installation.

We are also pleased to announce that we are currently working on SIMP
6.3.0-0, which will include:
• Update to Hiera 5/ Puppet 5
• Distribution version 7.5/6.10 support
• Additional STIG Updates
