Jenkins build priority strategy not set by the deployment

The priority sorting now requires a global setting to enable job specific priorities.

To manually enable this you need to visit

jenkins.example.com/advanced-build-queue/

Add a JobGroup covering all jobs.with a default priority
Then Add a policy which tells it to use the "Priority Strategy" parameterized on the "Take the priority from Property on the Job"
