Related to but not quite the same as #417.

When pushing a tool to SBG, the IDs that are allowed and disallowed are the inverse of what seems to be expected in CWL 1.1. Examples attached in two screen shots. I've scrubbed the tool names in these screen shots since they're not relevant, only the presence of hyphens versus underscores.
