get or create location

We should show autofill option for user on location already that been added in our database.
In case user typed location is not present in our database , we show state drop down also and create new location in our system.
Location needs to add from organisation creation page.

Hint: It could involve a bit of javascript work .

This feature will help Wye to be adoptable outside India also.
