I really dont know :)

what I mean is that the user using the scroll wheel will be able to change through opened tasks, cucle throught opened windows just like the default palasma task manager is doing...

From a visual point view, this will look like probably as a wave that is going up and down the dock by using the hovering animation of the dock...
