Transaction filters should be optional

Summary of Bug

The filters on the transactions page /txs won't submit without selecting a date. You should be able to submit and only change the status or the type and not have to filter the dates.

Steps to Reproduce

Navigate to /txs change the status to Success and hit apply. The function throws an error since it can't format a string as a date.
