Feature: Add action buttons for governance txs

Summary

Add action buttons/functions for governance transactions: Submit Proposal, Vote, Deposit

Problem Definition

As a wallet holder, you want to be able to submit proposals and vote on current proposals to the Provenance blockchain. Adding these functions to the Explorer UI makes it much easier for the layperson to participate in governance functions.

Proposal

• Add Submit New Proposal button to https://explorer.test.provenance.io/proposals listview

  • Should appear at the top of the listview

• Add Vote on Proposal button to Proposal detail page

  • Should appear near the top of the page

• Add Deposit on Proposal button to Proposal detail page

  • Should appear near the top of the page
  • Also appear near the Deposit section in the middle of the page

• Paginate Proposal Votes listview at the bottom of the page
