Message Review allows filtering by campaign but only one at a time

Describe the solution you'd like
Alter the Campaign Filter to allow selecting multiple campaigns at a time. Additionally, allow copying and pasting a set of comma separated campaign IDs to select a set of campaigns

Describe alternatives you've considered
Closing this issue in favor of #1637
