groups are not storeview/scope specific

creating a home_slider in one store view will be the same across all store views

you end up creating store1_home_slider and `store2_home_slider'

it would be good to be able to change scope and have different values as creating two groups mean you have to also extend the layout xml and sometimes the phtml files for each storeview
