Add a simple bash script to allow for the creation of a FIWARE clone

Proposed changes

As discussed within the TSC, FIWARE Foundation need to be able to create clones of the container image on both Docker Hub and quay.io - this PR allows us to continue to track your latest container images, a functionality which has been removed from the free tier on Docker Hub.

note: the script is run manually from the FIWARE side, so there's no need to update the release notes. Since the reason the build fails is b/c of a missing entry in the release notes, we're merging this PR anyway.
