Should we disallow adding PV points on vegetation?

This is closely related to #275 and we should only allow drawing on simualted buildings. The new feature proposed in #291 could also help here to identify the selected object when clicking new PV Points.

This could use some functions from #316 - maybe we wait until this was merged to extract functions from there and reuse them in the DrawPVControl methods as well.
